In the other distributions it's also just what they have in their repositories. It should be pretty simple to reproduce my problem: 1. Set up a fresh virtual machine with Squeeze. 2. Install LXDE and Ktorrent. 3. Put lxpanel to the top edge of the screen. 4. Start Ktorrent and maximize the window. 5. Reboot the VM and start Ktorrent again. Actually I first tended to file this bug report for ktorrent instead of openbox.
