It's not the first time that something breaks after an openssl update with no error in openssl itself, but the applications making use of openssl misusing the API or not following the documentation at all. This update for instance also broke tor (#604198). But openvpn doesn't even seem to be using tls extetions, so I see no reason why this update should break anything for openvpn. In any case, I need more info about what is wrong if you really think that this is a bug in openssl. A way to reproduce this error would be a good way to start.
