Actually, I believe this is a misunderstanding.

These files are created by sysv-rc and will be purged when sysv-rc is
removed.  At least I believe that is the case but it is a long time
since I wrote the code.

So as far as I know, there is no bug in file-rc, nor in sysv-rc.
