It could be interesting to add a dh_gsettings helper that would set the dependencies to something like "libgconf0 | gsettings-backend" if gsettings schema files are found in /usr/share/glib-2.0/schemas/ A bit like dh_gconf is doing currently That would help to have the correct dependencies on a gsettings backend.
