That's why it's a Recommend. Remember that icon themes is one of the
stuff which are easy to install unpackaged, so people might want to
install one themselves and not install any package. Usually people will
stick with the defaults, but as Recommends: are installed by default and
shown if not.

All in all, I don't think it should be changed.
