Bug#604170: Assumes latin-1 in source files, despite locale

My source files are encoded in UTF-8, and I'm using a UTF-8 locale so 
most applications edit and display them correctly.

ddd appears to interpret them as ISO-8859-1, and therefore misdisplays them.
