I tried this in a virtual fresh squeeze as well, and couldn't reproduce it either -- debugging this further, the cause was a gnutls 2.11.x library installed in /usr/local/lib. If I remove that library, and re-run ldconfig, soundconverter works. If I put the library back, and re-run ldconfig, I get the error above. So at worst this would be a wishlist bug to improve the error diagnostics.
