Package: libcpufreq0

cpufreq doesn't scale at all and always stays within perofrmance and doesn't
allow for it to go into ondemand in sid. The package did seem to be working
back when i was using it in squeeze(less than a month ago). I don't know why
it's not working but this is similar to what ihad happen back with another cpu
that was too old to use cpufreq scaling but this one was working in stable, and
testing.
