The bug is actually in libnetaddr-ip-perl versions 4.034+dfsg-1 and 4.035+dfsg-1. The last known good version was 4.033+dfsg-1. The easiest fix is to revert and hold libnetaddr-ip-perl at version 4.033+dfsg-1 until the problem has been fixed there. If it isn't in your cache you can get a copy of 4.028+dfsg-1 from Squeeze.
