FWIW, I managed to reproduce this. Simply edit /etc/passwd and add a character above 127 in a non-UTF charset to one of the full-name fields - I used £ in iso-8859-1 (using set fileencoding=iso-8859-1 in vim).
The ohai package currently in squeeze and sid has an RC bug (#596351). The first message in the bugreport suggests that the problem might actually be down to an old version of libjson-ruby (latest upstream seems to be 1.4.6). The popcon for ohai is pretty low (~50). Perhaps it could be considered for removal from squeeze?
