Hi, the manpage for file.1 is completely outdated and does more harm than good, so we decided to remove that translation altogether. The manpage man.config.5 has been removed from the package because it's obsolete. There is no longer an English version of that manpage in Debian, and the successor of that manpage would probably be "manpath.5", which is shipped in man-db together with a German translation.
