I am afraid that it's a limitation of the format that you are using (JPEG). Even with other image manipulation programs it seems that it's not possible to get 2-colors only JPEG images for this case (with Gimp, for example, the minimum that I saw was a 4 colors image). http://www.imagemagick.org/discourse-server/viewtopic.php?f=2&t=17443 seems to confirm this.
