I believe that it tried to upgrade php-pear later (there's no guarantee on the order that apt will choose when upgrading). Maybe adding a Depends (or maybe a Pre-Depends) on php-pear will fix it. I'll ask on IRC right now. I'm also re-tagging the bug, as it deserves a RC and a retitled.
