ntp has a dependency on perl-modules, which in turn has a dependency on perl. Because of this, you need to install both perl-modules and perl in order to install an ntp server on a system, which is IMHO not too useful. Only a single script inside the ntp package actually uses a perl module present in perl-modules. Either the perl script (ntpsweep) should go (or get its own package) or be adapted so that it no longer depends on perl-modules.
