I think this is related to privoxy. If filter content is enabled privoxy will ignore the Range header, thus disabling partial content.

In your config file you can set:

toggle 0

According to the documentation, this means:

#      If set to 0, Privoxy will start in "toggled off" mode,
#      i.e. mostly behave like a normal, content-neutral proxy
#      with both ad blocking and content filtering disabled.
