This is a "me too". While trying to make gdm beep somehow, I stumbled across metacity disabling XkbAudibleBellMask, which thus makes the core bell rerouted via some gnome daemon. Setting /desktop/gnome/sound/event_sounds to true does work for me in my current setup:
