if cron is not installed (because rt correctly doesn't declare a depends to it), and request-tracker3.8/install-cronjobs is answered yes, then the postinst fails because /etc/cron.d/ is missing. therefore, you should always create /etc/cron.d to make sure it exists. will send patch after having recieved the bug number.
