Not at the moment, no.  It's not obvious to me that it would never be
updated.

I cannot reasonably guarantee that; even in this case, where I am also
the upstream maintainer, the current gettext version changes over time.
I want a way to ensure that the PO files are simply not changed during a
build, regardless of this kind of condition.
