This appears to be KDE bug number  209673. There
is a long thread on the KDE bug tracker about this.

It is also likely the real cause of my earlier report
to Debian bug number 574714 against wpa_supplicant,
although the original reporter of this bug does not
mention if they were using network-manager-kde.

I will try and confirm if it works OK with the gnome
applet the next time I bring the laptop onto campus.
