Yo. This is an HP Pavilion dv4. I'm running fluxbox, CPU's barely
ticking over at 0-1%, yet this (it's presently at C 80):

   ---------------------

Bottom line: they're both using the ondemand governor, and cpu
freq. is set to lowest freq. cpu can run at. When demand hits,
cpufreqd ought to step cpu freq. to higher freq. to handle demand,
yes? All I see is cpu spiking to 100% usage, fan screams even faster,
and cpu temp. spikes towards C 90.

Why doesn't it ever step the cpu freq. up to 2.10 or 1.05 GHz to
handle what 525 MHz is struggling with? Dunno.
