My startup.homepage_override_rule was set to http://%LOCALE%.www.mozilla.com/%LOCALE%/%APP%/%VERSION%/whatsnew/ which it was since ever I use Iceweasel, I never changed it. It is an empty string when reset. After resetting browser.startup.homepage_override.mstone and restarting, no page like this is displayed.
