yes, if there were a (virtual) ghci package. This is planned for the next ghc release. In fact, I am suggesting even more virtual packages (ghci, ghc-th, ghc-threaded) in case the ghci ~ th equivalency stops to hold some time, and for the packages needing a threaded RTS. But for unstable, this is not yet in place.
