debian/libcgicc5-dev.install has a line "usr/lib/pkgconfig/* usr/lib" which
causes the .pc file to be installed into /usr/lib instead of
/usr/lib/pkgconfig. This renders the .pc file pretty much unusable, as
pkg-config looks in /usr/lib/pkgconfig, not /usr/lib.

A similar bug has been reported in Ubuntu at 
https://bugs.launchpad.net/bugs/219307.
