Package: libcgicc5-dev Version: 3.2.9-1 Severity: important Tags: patch debian/libcgicc5-dev.install has a line "usr/lib/pkgconfig/* usr/lib" which causes the .pc file to be installed into /usr/lib instead of /usr/lib/pkgconfig. This renders the .pc file pretty much unusable, as pkg-config looks in /usr/lib/pkgconfig, not /usr/lib.
