To be honest, it is a little hard to classify this problem,
i.e. this package or possibly phpunit. However, it needs to
be reported, the tests in the example directory either need
a full set of support code to go with them or at the least 
a little guidance in the form of a README in the example/tests
directory. Anyway, here is the but:

On running the tests.php in /usr/share/doc/php-auth/examples/tests
I experience (1) missing pieces of the test setup, e.g. PHPUnit needs
to be tracked down and installed (not so bad if the correct pkg
is located), and (2) phpunit seems to redeclare class Exception thereby
causing strange behavior. It looks to be archaic code before exceptions
were introduced to php. Doing a slight modification of the PHPUnit.php code
gets one past that problem. However, that approach is not a general solution
to the problem.

So, it seems that something is wrong with the phpunit package. However, it
is unclear whether it is officially tied to these tests since there is no
explicit indication anywhere that that package is needed. Consequently,
all that I can say is that the code in example/tests is no longer good.
