In a sense, yes. pine had maildir support whilst alpine does not.
Earlier in this bug report people discussed that lack of maildir
support in alpine was one final blocker for removing pine from
Debian. In fact, pine was removed anyway so it obviously wasn't a
blocker :)

AFAIK there are no plans to remove alpine from Debian, in case that's
what you were thinking.
