I tried to reproduce it, as well. 

Well, I installed the locales-package just a few hours ago. I wiped away
this package as well as dict-de-en (using "dpkg --purge"). Then I gave
dict-de-en another shot. It's behaviour was as you described. The
message appeared and so on.

In other words, I must have punched RETURN to many times while installing
a bunch of packages, hence overlooked the big, flashing warning. :-(

I did another mistake and did not wipe out all package and configuration
files - I just uninstalled dict-de-en instead of using "dpkg --purge". 
(Installing the package again - with existing configuration - does not
produce a message.)

Looks like it's all my fault.
