From the upstream CHANGELOG at the entries of version 3.6rc2:

[20050920.1800] jonz: added persistent mode support for css_drv

NOTE: css_drv has since been renamed to hash_drv

added daemon mode support for css_drv when using CSSConcurrentUser 
(permanently
mmap's user's database into memory). no need for daemon mode when NOT using 
this
feature so don't bother, but is very fast if you are using a single global
css file.


The documentation saying only mysql and pgsql drivers supports multi-threading 
were just copying an outdated piece of code checking that the driver compiled 
works with the daemon mode. But support for daemon mode in libhash_drv exists 
since 3.6.0.

There has been several other fixes on the hash driver so I believe that this 
bug no longer exists. I'll try to investigate further to see what the reported 
bug was and see if it has been fixed.
