What if the default apt-listchanges configuration sent mails iff you have an MTA installed, and silently ignored a missing MTA (since the user evidently doesn't want local mail in that case)? Then I wouldn't even need to change the apt-listchanges default configuration for where to send mail to not send it anywhere.
