When testing d-i, if there are no info documents unpacked by the time something calls update-info-dir, the entire d-i base install process fails. It would be much better if update-info-dir at least checked that /usr/share/info exists as a directory (creating it if not) and not worry about the dir file as it only moves it aside as dir.old anyway.
