courier-authlib uses dh_movefiles to move things out of debian/tmp instead
of using dh_install to copy them. Leaving a copy in debian/tmp would cause
dpkg-gensymbols to find them without needing the -P option.
The man page says:
Note: dh_install is a much better program, and you are recommended to
use it instead of dh_movefiles.
