Have you configured any GPG keys in RT? Can you check what is in
/var/cache/request-tracker3.8/data/gpg ? Please could you also supply
(minus any database passwords) the file 
/etc/request-tracker3.8/RT_SiteConfig.pm?

Also, could you answer my previous question about language settings.
