While trying to setting up a fallback configuration for dhclient, I hit the
following bug:

It is still present on the latest package so I think this has to be documented
in a visible place.

In brief, dhclient cannot get a lease if any of thess apply:

- "expire" value is not defined
- "expire" has an incorret value (past time)

So kindly:

1. Let the user to know what are the required parameters that need to be
present to properly set up a fallback configuration (by defining a static
lease)
2. Provide a dhclient.conf template with an updated expire/renew/rebind date
(starting from the current year)
