Hello,

In config.php, there is a litle code to derive $url_forum from SCRIPT_NAME and
HTTP_HOST. It looks like it assumes that phpBB is accessed by an url with one
directory component.  This is not the case on my system (forum is accessed by
the url: http://myhostname/index.php).

The big problem is that phpBB is then using a different $url_forum for forum
and admin control pannel, and there is a different cache directory for at
least those two modes!  I was unable to activate the forum (forum was
activated in acp cache, but not in forum cache).

Workaround: set $url_forum in /etc/phpbb3/database.inc.php file.
