If a message is rejected due to a cached result, the following
*permanent* error is sent back to the client:

  temporarily blocked because of previous errors - retrying too
  fast. penalty: 30 seconds x 0 retries.

This is misleading and should give the same reason as when no cache
was used; in order to let the admin know that the cache was
involved, it /could/ prefix the message e.g. with [cached].
