the configfile /etc/phppgadmin/apache.conf is linked from the directory /etc/apache2/conf.d/ I think, it should be linked from /etc/apache2/sites-enabled/ I stubled upon this after moving phppgadmin to an virtual host. So it was read before /etc/apache2/sites-enabled/000-default with the effect that it was used as the default virtual host by apache, which it should not be.
