I have no idea what's going on there. By default, the arrows should just scroll, and shouldn't change the page at all. Can you try the xpdf binary from my web site (http://www.foolabs.com/xpdf/download.html) and see if it behaves the same way? (You don't need to install anything -- just unpack the tar file in /tmp or wherever, and run xpdf from there.)
