So the actual bug here is not that cdn.debian.net appears, but that, for
countries with only leaf mirrors, cdn.debian.net appears before all the
leaf mirrors, and so will be the default choice; and since
cdn.debian.net never resolves to leaf mirrors, it will point at an out
of country mirror.

cdn appearing before the leaf mirrors is still a good thing in countries
with push-primary mirrors, as it makes it easier to find before a list
of probably many leaves.

Seems that the ordering needs to be:

if (primary || secondary)
        primary, secondary, cdn, leaf
else
        leaf, cdn
