evince 2.30.3-1 (in Debian unstable) (and in fact 2.28.1-0ubuntu1.2 in Karmic) exhibits this problem. I am using XFCE (i.e xfwm4 v4.6.2-1 on Debian and 4.6.1-1 on Ubuntu Karmic).
The way I experience this issue is that every new PDF I open appears approximately full-screen, but slightly larger than my desktop. The bottom scroll bar is off the bottom of the screen so one can't scroll sideways or shink the window vertically with the mouse as the bottom of the window frame is not visible. Sometimes it is slightly too wide for the screen too (half the width of the side scroll-bar), but not always. Within a session if you close and re-open a window it comes back at the same size you closed it. I have not yet determined what causes a window to revert/default to 'slightly taller than the screen'. This behaviour is very annoying and seems to be long-standing and across multiple distributions. It must be particularly frustrating for the inexperienced who don't know the tricks to get to their bottom-frame edge when it is off-screen.
