OK, that's what really happens: the Effect Stack tab isn't enabled by
default so there's no mean to change the speed effect parameters, unless
you explicitly open the tab through View/Effect Stack. It seems to me
that in previous version that wasn't the case. So in fact the bug is
with non-opening of the Effect Stack tab.
