This file should be put as doc/po/fr.po in your package build tree. Please note that an already existing problem brakes the French manual pages encoding: the file are fine in the doc/fr/ directory after being po4a-translated, but something brake them when they are in the debian/deborphan/usr/share/man/fr/ directory (it's like they were iconverted from latin1 to UTF-8 althought they already are in UTF-8).
