I have deja-dup set to back up daily to a smb:// path.  (I would prefer to
use an rsync:// path - the native rsync protocol, that is, *not* rsync over
ssh - but it doesn't seem to support that.  But that's not the bug.)

The automatic backup never happens; I always get a notification box saying
the backup has been delayed and will start when a network connection is
available.  (The computer and the backup server are both connected to the
same Ethernet hub, so a network connection should always be available.)

If I manually mount the appropriate SMB share from Nautilus and then run
deja-dup manually, it gives more or less the same error message.  I see
these messages in the terminal:

At this point I can use 'ps' to see something like this:

If I then kill -CONT the duplicity process, the backup begins, and completes
successfully.  It seems that the only problem is that it's not detecting the
network correctly.  It might be relevant that I do not have HAL installed,
but I don't see HAL in the dependencies list.
