Hmm - I haven't seen the problem in a while (and BT connectivity is working). Problem is that I've been away for several weeks. However - since gnome-phone-manager and gnome-obex-server are talking to devicex it does appear to be fixed.
Still no idea what the issue was - I will have updated/upgraded things - but I've not changed the config other than as suggested in the bug.
