Setting severity to serious as I believe policy states clearly that a
package must conflict with other packages containing the same file as
the package itself.

When trying to upgrade my sid chroot, I ran into this problem:

  Unpacking replacement libtextwrap-dev ...
  dpkg: error processing /var/cache/apt/archives/libtextwrap-dev_0.1-2_i386.deb 
(--unpack):
   trying to overwrite `/usr/share/man/man1/dotextwrap.1.gz', which is also in 
package libtextwrap1
  Preparing to replace libtextwrap1 0.1-1 (using 
.../libtextwrap1_0.1-2_i386.deb) ...
  Unpacking replacement libtextwrap1 ...
  [...]
  Unpacking replacement gs ...
  Errors were encountered while processing:
   /var/cache/apt/archives/libtextwrap-dev_0.1-2_i386.deb
  E: Sub-process /usr/bin/dpkg returned an error code (1)
  Ack!  Something bad happened while installing packages.  Trying to recover:
  Setting up libtextwrap1 (0.1-2) ...

  Setting up libdebian-installer4 (0.34) ...

The manual page seem to have moved from libtextwrap1 to
libtextwrap-dev without the proper conflict lines being set on the
packages.

Running upgrade again fixed the problem, as the new libtextwrap1 was
now installed and no longer included the
/usr/share/man/man1/dotextwrap.1.gz file.
