Thanks for your report. This seems to be a duplicate of

http://bugs.debian.org/596277

caused by a misplaced parenthesis and fixed in current sid 
dictionaries-common, so I am forcemerging both bug reports, which will also
close this one.

That typo happened in a part of the code that should not be reached when there
is something reasonable for locale settings originally set by 
debian-installer. See output of

$ debconf-get-selections | grep debian-installer

To discard other possible errors, can you please check those values?  I'd
expect this error to not happen if debian-installer/language is
"en_US.utf8", but want to be sure that nothing else is left.
