I don't see this as a huge problem, given that make is just Installed-Size: 1220 with no further dependencies. But yeah, downgrading it to Suggests: and making CPAN::Shell fail more gracefully would probably be a better solution for #293908. I think it's too late to do anything else for squeeze than downgrade it to Suggests and reopen #293908, and it's possible that even this is too much for the release team.
