As per its name and description, the purpose of gnome-dbg package seems to be to provide debugging symbols for the Gnome desktop environment. However, it depends on several -dbg packages of development programs (e.g. anjuta, devhelp) which are gathered in the gnome-devel meta-package. Would it be possible to add a gnome-devel-dbg package that would depend on such -dbg packages to reduce the footprint of gnome-dbg?
