reassign 595829 libnspr4-dev
retitle 595829 dependencies in libxul-unstable.pc and libxul.pc are
stricter than dependencies of package

libxul.pc and libxul-unstable.pc contain Requires: nspr >= 4.8.6 .
However xulrunner-dev only has an unversioned dependency on libnspr4-dev
and the version of libnspr4-dev in squeeze is only 4.8.4-2 . This causes
"pkg-config --cflags libxul-unstable" and "pkg-config --cflags libxul"
to fail in squeeze (they work fine in sid).
This appears to the cause of the mozvoikko build failure and I have
confirmed that upgrading libnspr4-dev and libnspr4-0d in my squeeze
chroot to the sid versions makes mozvoikko build.
ccing debian-release for thier opinion on how this relates to the freeze
(the simplest way to fix the FTBFS would be to let the new nspr into
squeeze)
