zcav in it's normal mode of operation needs read access to /dev/hda. It's quite common for bonnie++ to kill machines, many old hard disks have entirely died when it was run. I don't think that you want users running them. In any case users can't determine when the machine is inactive (or kill system processes as necessary to make it inactive) to get a useful result.
