Justification: renders package unusable

Hi,

pico2wav is very broken on my system.  if the file doesn't exist and I
run pico2wav -w /tmp/foobar "hello this is a test" I get an error
couldn't open file no such file or directory.  If the file is created
first with touch /tmp/foobar then the same command is run pico2wav takes
a while so I assume it does the synthesis, but after the file is still
empty.  In the first case I ran strace on pico2wav and open didn't
return -1, everything looked fine.  None of the system calls after
opening /tmp/foobar failed.
