Yeah, it is. libsvnqt4-dev was used as package name temporarily for two debian revisions almost two years ago (see changelog 1.2.1-1 and 1.2.2-1) and only was ever available in experimental. I thought it was time to drop that old Conflicts/Replaces while updating the other conflicts. I must have forgotten that in the debian changelog. Sorry about that.
